Zoning Matters in Milwaukee
Reasons for Reform: This city wanted a zoning code that was better organized, easier to understand, and less complex. Milwaukee worked to reduce the number of zoning districts, to limit the number of special uses, and to encourage more attractive signage.
Reform Timetable: It took Milwaukee five years to adopt a new zoning text and new zoning maps. The process was completed in October 2002.
Reform Elements:
- A new park district protects existing parks threatened by development projects.
- The downtown overlay district includes design guidelines.
- A mixed-use industrial district spurs the conversion of industrial buildings into residential lofts or offices.
Reform Innovation: A Neighborhood Conservation Overlay District protects neighborhood character.
